EIR Contract Awarded

CDFA is pleased to announce that the contract to perform the Environmental Impact Report for the Medical Cannabis Cultivation Program has been awarded to Horizon Water and Environment, LLC (Horizon). Horizon is a multidisciplinary environmental consulting firm that specializes in California Environmental Quality Act (CEQA), policy formulation and regulation development, resource planning and management, and environmental permitting for public agency clients.

Horizon’s staff are experts in environmental laws and regulatory requirements. Their technical expertise includes environmental planning, hydrology, geomorphology, water quality, biological resources, cultural resources, stormwater, wetlands, air quality, and greenhouse gas/climate change evaluations, among other topics. The firm focuses on producing clearly written and legally defensible environmental compliance documents. It specializes in using its staff’s technical experience, regulatory expertise, and exceptional communication and project management skills to successfully develop projects and programs, complete associated CEQA (and as necessary, National Environmental Policy Act) documents, and obtain federal, state, and local permits for their clients. Horizon is a recognized leader in environmentally sensitive approaches to policy development and resource management.
